List of countries that issue recognised non-European driving licences

 

There are two types of foreign driving licence: a European national driving licence and a non-European national driving licence.

 

European national driving licence

Nobody can hold more than one European national driving licence.

 

A European national driving licence is a driving licence issued by a Member State of the European Union or European Economic Area.

 

You are permitted to drive on public roads in Belgium if you hold a valid European national driving licence.

 

Exchanging a European national driving licence

There are European national driving licences without an administrative validity period (mainly old, paper licences) and others with an administrative validity period (mainly polycarbonate, credit card style licences).

 

You can exchange a European national driving licence in your municipality.

 

European national driving licence without administrative validity period

If you are the holder of a valid European driving licence without an administrative validity period and have been registered in a Belgian municipality for 2 years, you must exchange your licence for a Belgian driving licence with a new administrative validity period.

 

European national driving licence with administrative validity period

The validity period of a European national driving licence may not exceed 15 years. Driving licences issued by Member States are mutually recognised.

 

Unless a European driving licence is close to expiring, there is no need to exchange it for a Belgian national driving licence.

 

You are advised to exchange any European national driving licence that is due to expire in less than 3 months, to ensure the process is completed in time.

 

Exchanging a United Kingdom national driving licence

BREXIT with a withdrawal agreement → the Parliament of the United Kingdom has adopted the definitive withdrawal agreement. A transition period will apply until 31 December 2020.

 

Holders of a United Kingdom driving licence may exchange it in their municipality until 31 December 2020.

Non-European national driving licence

A non-European national driving licence is a driving licence that is not on the list of European national driving licences drawn up by the European Commission.

 

You are permitted to drive on public roads in Belgium for a period of 185 days if you hold a valid, recognised non-European national driving licence.

 

Exchanging a non-European national driving licence

You can exchange a non-European national driving licence for a Belgian national driving licence in your municipality if the following conditions are met:

  • the driving licence is recognised
  • the driving licence is valid
  • the driving licence was issued during a period when the holder was not registered in Belgium
  • the nationality of the holder and of the driving licence is the same
  • the driving licence is authentic
