Briefing of non-Belgian examiners
On the 3th of April 2014 the new regulation EC245/2014 amending EC1178/2011 becomes applicable. As a consequence of this as from the first of April 2014 there is no need anymore to follow a briefing and to be registered by the Belgian CAA. There is still the need to register your test 24 hours before via the online registration tool.
Before each skill test, proficiency check or assessment of competence
Non-Belgian examiners authorised by other EASA States must inform the Belgian CAA on each occasion of their intention to conduct a skill test, proficiency check or assessment of competence for the holder of a Belgian-issued Part-FCL or JAR-FCL licence. For proficiency checks, assessments of competence and skill tests, the examiner shall inform the Belgian CAA by filling in the skill test registration form available on the BCAA website at least 24 hours before the test.

The Belgian CAA will sample skill tests, proficiency checks or assessments of competence according to a published national oversight programme. (ARA.FCL.205(a)).
All examiners are allowed in the event of a pass in a proficiency check or assessment of competence for revalidation or renewal, to endorse the applicant’s licence or certificate with the new expiry date of the rating or certificate.. When the rating has expired or has been removed from Section XII on page 4 of the licence, the application must be submitted to Licensing Department for the rating to be entered into the certificate of revalidation and a fee will apply.
This process is not to be used for licence validations. All examiners, including non-Belgian examiners, are authorized to endorse a revalidation on a pilot’s licence to revalidate a rating.
If the rating or certificate has expired or has been removed from Section XII on page 4 of the licence, the application must be submitted to Licensing Department for the rating to be entered into the certificate of revalidation and a fee will apply. This process is not to be used for licence validations.
All examiners, including non-Belgian examiners, are authorized to endorse the certificate of revalidation in a pilot’s licence to revalidate a rating.

This document has been developed in accordance with the new provision ARA.FCL.210 of Annex VI (Part-ARA) to Commission Regulation (EU) No 1178/2011, as amended by Commission Regulation (EU) No 290/20123, as amended by Commission Regualtion (EU) No 245/2014.
The Examiner Difference Document contains the latest available information on the relevant national administrative procedures, requirements for protection of personal data, liability, and fees for each EASA Member State (MS). It is intented for use by examiners with a Part-FCL examiner certificate conducting a test, check or assessment of competence on a Part-FCL licence holder whose licence was issued by a competent authority (CA) other than their own.
This document is not meant to be used by examiners with examiner certificates or authorisations issued by third countries other than the EASA MSs.
This document should be carefully studied. Section 3 contains the national administrative procedures applicable to each EASA MS. These should be reviewed and applied when conducting a skill test, proficiency check or assessment of competence on a respective MS licence holder. Furthermore, any additional MS-specific requirements in addition to those specified in this section, i.e. liability, accident insurance, and personal data protection related information, should also be reviewed and taken into account by the examiner as appropriate.
