Applying for a CEF grant

  • Under the Connecting Europe Facility (CEF) programme, the European Commission provides grants to projects that enable improvements to transport infrastructure in Europe, in particular the trans-European transport network (TEN-T). To be eligible for such a grant, applicants must submit an application file.

    How to submit an application file?

    1. Responding to a call for projects

      To receive European funding, applicants must first respond to the calls for projects launched by the European Commission. For more information on the current calls for projects, please visit the CINEA website.

      Application files can be submitted by:

      • one or more Member States;
      • international organisations;
      • joint ventures;
      • public or private companies or bodies.
    2. Sending the file

      In Belgium, depending on the type of project, grant applications must be sent to the FPS Mobility and Transport or to the regions in order to have the file validated and have the funding application from the Member State signed.

    3. FPS Mobility and Transport

      The FPS Mobility and Transport is in charge of validating grant applications for: 

      • railway projects, including those concerning the European Rail Traffic Management System (ERTMS);
      • air traffic management (ATM) and Single European Sky ATM Research (SESAR) projects;
      • national projects that involve at least two regions under the topics Innovation, Safe and secure infrastructure, Alternative Fuels Infrastructure Facility (AFIF) and Intelligent Transport Services (ITS);
      • maritime projects falling under federal authority. 

      Have you completed your file on any of these topics? Send it by email to the FPS Mobility and Transport at EUfunding@mobilit.fgov.be, no later than 10 working days before the deadline for the call for projects. If you have any questions about the calls for projects or the validation of files by the FPS, you can send an email to the same address.

    4. Regions

      All other funding applications fall under the authority of the regional administrations. Therefore, please send your complete files directly to them.

      The regions are also in charge of assessing the environmental impact of projects. Therefore, please address your applications for environmental permits to the regional authorities where your project will be carried out.

    5. Approval of the file

      Application files sent to the FPS Mobility and Transport are approved internally. To have a file approved, the FPS first checks that it meets the criteria set out in the European Commission’s work programme for calls for projects. For railway projects funded by the Federal State, the FPS Mobility and Transport reserves the right to assess the contents of the files, either to supplement them or to amend them.
