    Hoe een Part 66 bewijs aanvragen?

    Een initiële aanvraag, een aanpassing of hernieuwing van een Part 66 bewijs begint bij het invullen van EASA fomulier 19. Dit formulier bestaat uit 5 pagina’s en moet steeds volledig worden opgestuurd. Op het EASA formulier 19 kan u aanduiden wat u wenst. Onderaan deze pagina vindt u de link naar de formulieren.

    Aanvragen worden gemiddeld binnen de 20 dagen behandeld. De volledige afhandeling van een dossier hangt af van de volledigheid en complexiteit van de aanvraag.

    In overeenstemming met de EU-regelgeving kan het DGLV enkel voldoen aan de verplichtingen verbonden aan de functie van bevoegde autoriteit voor de afgifte van EASA Part-66 vergunningen aan personen die houder zijn van een identiteitsbewijs van een EU-lidstaat, of personen gevestigd op het EU/EASA -grondgebied. Aanvragen van andere personen kunnen niet worden behandeld.

    Alle personen die een initiële EASA Part-66-licentie aanvragen in België en niet in het bezit zijn van een Belgisch identiteitsbewijs, moeten de licentie ophalen in onze kantoren op het volgende adres: Vooruitgangstraat 56, 1210 Brussel, België.

    U ontvangt een bericht van zodra uw licentie klaar is, waarna een afspraak kan worden gemaakt om het document op te halen.

     

    Een eerste aflevering van een Part 66 bewijs

    Een aanvraag van een eerste aflevering van een Part 66 bewijs zal steeds beginnen met het aanvragen van een bevoegdverklaring van een Categorie of toepassingsgebied. Bevoegdverklaringen worden onderverdeeld in volgende categorieën:

    • Categorie A
    • Categorie B1
    • Categorie B2
    • Categorie B3
    • Categorie C

    De categorieën A en B1 zijn onderverdeeld volgens:

    • Vliegtuigen met turbinemotor: A1 en B1.1
    • Vliegtuigen met zuigermotor: A2 en B1.2
    • Helikopters met turbinemotor: A3 en B1.3
    • Helikopters met zuigermotor: A4 en B1.4

    De categorie C wordt onderverdeeld in:

    • Categorie C voor Grote vliegtuigen
    • Categorie C voor anders dan grote vliegtuigen

    De categorieën B2 (avionica) en B3 (vliegtuig met zuigermotor zonder drukkajuit met een maximale startmassa van hoogstens 2000 Kg) worden niet verder onderverdeeld.

    Om een categorie te kunnen toevoegen aan een Part 66 bewijs moet er voldaan worden aan een theoretisch gedeelte en een praktisch gedeelte.

    Het theoretisch gedeelte bestaat uit het slagen in examens van de verschillende modules van basiskennis (Appendix I van Annex III (PART -66) van EU No 1321/2014) in een Part 147 organisatie. Voor welke modules u examen dient af te leggen hangt af van de categorie die u wenst. Wanneer u een opleiding heeft afgerond in België waarvoor een rapport van examenvrijstelling bestaat dat goedgekeurd is door het DGLV kan u vrijstellingen aanvragen voor bepaalde modules of submodules. De aanvraag van de vrijstelling doet u best zo snel mogelijk na het slagen van uw opleiding omdat deze vrijstellingen slecht 10 jaar geldig blijven na het goedkeuren van het rapport van examenvrijstelling.

    Het praktische gedeelte bestaat uit het aantonen van ervaring. De benodigde inhoud en duurtijd van uw praktische ervaring hangt af van de gevraagde categorie en van uw vooropleiding. Deze ervaring moet ook representatief en recent zijn. Als logboek om deze ervaring aan te tonen kan u het voorbeeld “Aircraft Maintenance Engineer’s Logbook" gebruiken of een ander document waarin zich dezelfde informatie bevindt.

    Wanneer beide gedeeltes positief geëvalueerd worden kan u een Part 66 bewijs verkrijgen met de gevraagde categorie erop vermeld.

    Hoe u een type kan toevoegen aan uw Part 66 bewijs staat vermeld bij een wijziging van uw Part 66 bewijs.

    Een wijziging van uw Part 66 bewijs

    Toevoeging van een bevoegdverklaring of categorie

    Om een categorie te kunnen toevoegen aan een Part 66 bewijs moet er voldaan worden aan een theoretisch gedeelte en een praktisch gedeelte.

    Het theoretisch gedeelte bestaat uit het slagen voor examens van de verschillende modules van basiskennis in een Part 147 organisatie. In welke modules u moet slagen hangt af van de categorie die u wenst. Wanneer u een opleiding heeft afgerond in België waarvoor een rapport van examenvrijstelling bestaat dat goedgekeurd is door het DGLV kan u vrijstellingen aanvragen voor bepaalde modules of submodules. Het is ook mogelijk als u reeds over een categorie op uw part 66 bewijs beschikt dat u niet moet slagen voor alle examens van de modules van basiskennis omdat u deze reeds gedaan heeft voor een andere categorie. Informeer u hierover bij het DGLV.

    Het praktische gedeelte bestaat uit het aantonen van ervaring. De benodigde inhoud en duurtijd van uw praktische ervaring hangt af van de gevraagde categorie en van uw vooropleiding. Deze ervaring moet ook representatief en recent zijn.     Toevoeging van een luchtvaartuigtype of luchtvaartuiggroep

    Dit hangt af van tot welke groep het type behoort dat u wenst toe te voegen. Tot welke groep het type luchtvaartuig behoort vindt u in de Appendices to AMC to Part – 66 Appendix I.

    Groep 1

    Voor het eerste type in categorie (3 vereisten):

    • Theoretische opleiding in een Part 147 organisatie
    • Praktische opleiding in een Part 147 organisatie
    • On the Job Training in een Part 145 organisatie of Pat M subpart F (On Job Training programma moet goedgekeurd zijn door het DG Luchtvaart)

    Wanneer zich reeds een Type in deze categorie bevindt (2 vereisten):

    • Theoretische opleiding in een Part 147 organisatie
    • Praktische opleiding in een Part 147 organisatie

    Groep 2

    Voor het eerste type in een categorie: Type examen (in een Part 147 organisatie of bij een type examinator) + praktische ervaring + On Job Training in een Part 145 organisatie of Pat M subpart F (On Job Training programma moet goedgekeurd zijn door het DG Luchtvaart).

    Wanneer er zich reeds een type in deze categorie bevindt op het Part 66 bewijs: Type examen (in een Part 147 organisatie of bij een type examinator) + praktische ervaring.

    Voor Cat B2 kan door aantonen van voldoende relevante praktische ervaring een subgroep van groep 2. Voldoende praktische ervaring wil zeggen minstens 50 % van de taken van Appendices to AMC to Part – 66 Appendix II die relevant zijn voor de toe te voegen subgroep.

    Groep 3

    Aantonen van voldoende relevante praktische ervaring. Voldoende praktische ervaring is minstens 50 % van de taken van Appendices to AMC to Part – 66 Appendix II die relevant zijn voor de toe te voegen groep “Group 3” met volgende beperkingen:

    • Metal aeroplanes
    • Composite aeroplanes
    • Wooden aeroplanes
    • Metal tubing & fabric aeroplanes
    • Pressurised airplaines

    Door het aantonen van voldoende ervaring kunnen bovenstaande beperkingen verbonden met groep 3 verwijderd worden.

    Wanneer er niet voldoende ervaring kan worden aangetoond voor de volledige groep te bekomen en u enkel één type wenst toe te voegen moet u slagen voor een type examen in een Part 147 organisatie en moet u ervaring aantonen. Deze ervaring bestaat uit 50% van de taken die in de Appendices to AMC to Part – 66 Appendix II te vinden zijn en die van toepassing zijn op het type.

     

    Toevoeging van een luchtvaartuigtype waarvoor geen Part-147-opleiding beschikbaar is

    Hiervoor kan men een aanvraag indienen om een bevoegdheidsverklaring voor zo’n luchtvaartuigtype te bekomen afgegeven door onze dienst. De modaliteiten hiervoor zijn beschreven in circulaire AIRW-51.

     

    Schrappen van één of meerdere beperkingen

    Er kunnen zich 2 soorten beperkingen bevinden op een part 66 bewijs. Er zijn beperkingen die verkregen zijn door de omzetting van een kwalificatie van certificeringspersoneel verkregen voor het in werking treden van de Part 66 reglementering. Deze beperkingen kunnen enkel geschrapt worden wanneer men slaagt voor de examens van basiskennis van de vereiste submodules. De examens moeten worden afgelegd per beperking of per module.

    De beperkingen bij groep 3 kunnen verwijderd worden door het aantonen van voldoende ervaring.

     
    Bijvoegen van nationale bevoegdheden buiten het toepassingsgebied van Part 66

    Uw aanvraag om een type aan uw nationale bevoegdheden toe te voegen, dient u te doen via een formulier 19. Dit kan enkel voor toestellen die zich niet op de Annex I lijst van EASA bevinden. Na uw aanvraag zal de vervolgprocedure worden toegelicht omdat deze niet voor alle toestellen dezelfde is.

     

    How to apply for a Part 66 certificate?

    An initial application, an adjustment or renewal of a Part 66 certificate starts with the completion of EASA form 19. This form consists of 5 pages and must always be returned in full. On the EASA form 19 you can indicate what you want. At the bottom of this page you will find the link to the forms.

    Applications are processed on average within 20 days. The complete handling of a file depends on the completeness and complexity of the application.

    In line with EU regulations, the Belgian CAA can only meet the obligations linked to the function of Competent Authority for the issuance of EASA Part-66 licenses, for individuals who are holder of a EU passport / ID card or based in the EU/EASA-territory. Applications from other individuals can’t be treated.

    All persons requesting an initial EASA Part-66 license in Belgium and not holding a Belgian ID/ passport are required to pick up the license at our offices at the following address:

    You will be informed when your license is ready, after which an appointment can be made to arrange for the pick-up.

    An initial apllication of a Part 66 certificate

    An application for a first delivery of a Part 66 license will always start with an application for a Category or scope rating. Ratings are divided into the following categories:

    • Category A
    • Category B1
    • Category B2
    • Category B3
    • Category C

    Categories A and B1 are subdivided according to:

    • Turbine engined aircraft: A1 and B1.1
    • Piston engine aircraft: A2 and B1.2
    • Turbine-powered helicopters: A3 and B1.3
    • Piston engine helicopters: A4 and B1.4

    Category C is subdivided into:

    • Category C for Large Aircraft
    • Category C for non-large aircraft

    Categories B2 (avionics) and B3 (piston engine non-pressurized aircraft with a maximum take-off mass not exceeding 2000 Kg) are not further subdivided.

    To be able to add a category to a Part 66 certificate, a theoretical part and a practical part must be met.

    The theoretical part consists of passing exams of the different modules of basic knowledge (Appendix I of Annex III (PART -66) of EU No 1321/2014) in a Part 147 organization. For which modules you have to take an exam depends on the category you want. When you have completed a course in Belgium for which there is an exam exemption report that has been approved by the BCAA, you can request exemptions for certain modules or sub-modules. It is best to apply for the exemption as soon as possible after passing your training, because these exemptions only remain valid for 10 years after approval of the exam exemption report.

    The practical part consists of demonstrating experience. The necessary content and duration of your practical experience depends on the category requested and on your previous education. This experience must also be representative and recent. To demonstrate this experience you can use the example "Aircraft Maintenance Engineer's Logbook" or another document containing the same information.

    When both parts are evaluated positively, you can obtain a Part 66 certificate with the requested category stated on it.

    How you can add a type to your Part 66 certificate is stated with a change to your Part 66 certificate.

    An amendment to your Part 66 certificate

    Addition of a rating or category

    To be able to add a category to a Part 66 certificate, a theoretical part and a practical part must be met.

    The theoretical part consists of passing exams of the different modules of basic knowledge in a Part 147 organization. Which modules you have to pass depends on the category you want. When you have completed a course in Belgium for which there is an exam exemption report that has been approved by the BCAA, you can request exemptions for certain modules or sub-modules. It is also possible if you already have a category on your part 66 proof that you do not have to pass all the exams of the basic knowledge modules because you have already taken them for another category. Inquire about this at the BCAA.

    The practical part consists of demonstrating experience. The necessary content and duration of your practical experience depends on the category requested and on your previous education. This experience must also be representative and recent. As a logbook to demonstrate this experience you can use the example "Aircraft Maintenance Engineer's Logbook" or another document containing the same information.

    When both parts are evaluated positively, you can obtain a Part 66 certificate with the requested category added to it.

     

    Addition of an aircraft type or aircraft group

    This depends on which group the type you want to add belongs to. To which group the type of aircraft belongs, you will find in the Appendices to AMC to Part – 66 Appendix I.

    Group 1

    For the first type in category (3 requirements):

    • Theoretical training in a Part 147 organization
    • Practical training in a Part 147 organization
    • On the Job Training in a Part 145 organization or Pat M subpart F (On Job Training program must be approved by DG Aviation)

    If there is already a Type in this category (2 requirements):

    • Theoretical training in a Part 147 organization
    • Practical training in a Part 147 organization

    Group 2

    For the first type in a category: Type exam (in a Part 147 organization or with a type examiner) + practical experience + On The Job Training in a Part 145 organization or Pat M subpart F (On The Job Training program must be approved by DG aviation).

    If there is already a type in this category on the Part 66 certificate: Type exam (in a Part 147 organization or with a type examiner) + practical experience.

    For Cat B2, by demonstrating sufficient relevant practical experience, a subgroup of group 2. Sufficient practical experience means at least 50% of the tasks of Appendices to AMC to Part – 66 Appendix II relevant to the subgroup to be added.

    Group 3

    Demonstration of sufficient relevant practical experience. Sufficient practical experience is at least 50% of the tasks of Appendices to AMC to Part – 66 Appendix II relevant for the group “Group 3” to be added with the following restrictions:

    • Metal airplanes
    • Composite airplanes
    • Wooden airplanes
    • Metal tubing & fabric airplanes
    • Pressurized air plains

    By demonstrating sufficient experience, the above restrictions associated with group 3 can be removed.

    If sufficient experience cannot be demonstrated for the full group and you wish to add only one type, you must pass a type examination in a Part 147 organization and demonstrate experience. This experience consists of 50% of the tasks listed in the Appendices to AMC to Part – 66 Appendix II and applicable to the type.

    Addition of an aircraft type for which a Part-147 training is not available

    To add an aircraft type for which a Part-147 training is not available, you can submit an application to obtain a certificate of competence for such an aircraft type issued by our department. The modalities for this are described in circular AIRW-51.

    Remove one or more restrictions

    There can be 2 types of restrictions on a part 66 certificate. There are limitations obtained through the conversion of a certifying staff qualification obtained prior to Part 66 coming into effect. These restrictions can only be removed by passing the basic knowledge examinations of the required sub-modules. The exams must be taken per disability or per module.

    The restrictions in group 3 can be removed by demonstrating sufficient experience.

    Add national powers outside the scope of Part 66

    Your application to add a type to your national authorizations must be made using form 19. This is only possible for appliances that are not on the Annex I list of EASA. After your application, the follow-up procedure will be explained as it is not the same for all aircraft.
